This is to inform all concerned that InterConnect Communications Ltd. of UK(Called ICC), with Office in Merlin House, Chepstow, NP166PB, United Kingdom, has been selected for the advertized Consultancy Assignment.

Details are given as under:-

1) Consultants who submitted their Proposals:

1. InterConnect Communications Ltd. of UK (Called ICC), with Office in Merlin House, Chepstow, NP166PB, United Kingdom;
2. Hellerstein and Associates of USA(Called H & A), with Office at 3001, Veazey Terrace NW, Washington DC 2008-USA.

2)  Technical Points awarded to each Consultant: ICC-85.65; H & A-76.20

3) Technical Points Ranking of each Consultant: ICC-Rank I; H & A- Rank II

4) Name of the Winning Consultant: ICC

5) Contract Price: 546,111.27 US Dollars, inclusive of Taxes as applicable in Afghanistan

6) Duration of the Contract: 08 Months

7) Summary Scope of the Contract:

1. To provide Technical Assistance on Regulatory Issues and key policy issues to facilitate development of the mobile telecom Sector in Afghanistan;
2. To ensure the continued and faster development of the Mobile Sector, Networks and the Services, especially through increased private sector participation. A specific goal is to support and promote the growth of Mobile services and facilities in rural and remote areas of Afghanistan.
