To extend the fiber optic network in the country 

To replace the existing analogue television (TV) broadcasting systems by digital TV broadcasting systems in the country and tighten regulations for broadcasting companies 

To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work 

Job Summary:

Purpose of Job

The proposed system Content Management System (CMS) was considered after reviewing the functional and technical challenges experience by Afghanistan National Data Center. There is a requirement of disintegrated but scalable system which allows to centralize management as well as central control for future upgrades and updates. The main objective of this job to manage, maintain and develop the existing CMS.

Job Description:

Duties and Responsibilities

·           Manage, maintain and provide support for existing CMS on daily basis

·           Develop additional modules for the existing CMS

·           Gather and refine specifications and requirements based on technical needs (Requirement Specification)

·           Model Diagrams based on software development approaches

·           Oversee production and implementation.

·           Design data-driven applications, and find efficient client-server solutions.

·           Create site layout/user interface of web application

·           Implementing secure web application

·           Backend development in PHP/ASP/JAVA/Drupal

·           Application development and promoting 

·           Solving code problems

·           Cooperate with the other colleague in related fields

·           Writing Technical Documentation

·           Test and debug at CMS

·           Plan development for CMS

·           Ensure Application Level Security

·           Ensure Migration at CMS

·           Clustering and high availability designs.

·           Understanding of web programming and scripting languages

·           Good working knowledge of the main web design applications

·           Strong creative skills with the ability to pay attention to detail

·           Good problem-solving skills and a logical approach to work

·           Ability to explain technical matters clearly to people who may have little knowledge of IT

·           Ability to work to deadlines

·           Understanding of legislation and guidelines for website accessibility

·           Willingness to keep up to date with changes in technology and software.
