About Ministry of communication and IT:

The Ministry of Communications and Information Technology (MCIT), Islamic Republic of Afghanistan has received Grant/Fund from the World Bank for the execution of Digital CASA Afghanistan Project and intends to apply part of the proceeds to hire a qualified Individual Consultant to work as Senior Procurement Officer of the Project and to carry out relevant procurement tasks of the project.

This Consultancy Support will be provided to MCIT at Kabul, under the Project Preparatory Fund of Digital CASA Afghanistan Project.

The aim of the Digital CASA Afghanistan Project is: (i) to expand the Regional and strengthen National level broadband connectivity based on Optical Fiber Networks; (ii) to boost up digital society and economy through e-Governance initiatives and (iii) to prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) expansion and strengthening of broadband connectivity in Central Asia and South Asia Region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect most of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.

To contribute towards achievement of some of the above mentioned objectives of Digital CASA Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual Consultant to work as Senior Procurement Officer.

The consultant will work under direct supervision of Senior Procurement Specialist and overall supervision of Director of Digital CASA Project. 

Job Summary:

This Consultancy Support is essentially required for carrying out the Procurement packages under the Fund of Digital CASA Afghanistan Project.

Skills Description:

·        Sound knowledge and understanding of Afghanistan Procurement Law and World Bank Procurement Regulations;

·        Fluency in English and Dari or Pashto (reading, writing, speaking);

·        High integrity and accountability, good team work spirit. 

Duties & Responsibilities:

  • Assist the Senior Procurement Specialist and Digital CASA PIU in the implementation of policies and procedures related to procurement activities & ensuring that World Bank Procurement Regulations are followed in all transactions. 
  • Assist in administrating and implementation of World Bank Funded Project
  • Undertake the project procurement activities, such as reviewing technical specifications for goods and works; researching markets for procurement bid lists; reviewing Terms of Reference for consultant services; preparation of bidding documents; writing evaluation reports; training of bid evaluation committees. 
  • Assist and Coordination with Senior Procurement Specialist in preparation of overall procurement plan for Digital CASA and monthly updates of the procurement plan by indicating the usage and application of budgeted funds.
  • Develop tools for capturing procurement data and identify progress towards the achievement of procurement schedules. 
  • Assist Senior Procurement Specialist in updating the procurement plan in STEP.
  • Keep track of all procurement activities on daily, weekly and monthly basis.
  • Reviewing of specific procurement issues as required/advised by Management with regards to quality assurance and transparency.
  • Assist and Coordination with the Senior Procurement Specialist to ensure the overall integration of the procurement plans and reports.
  • Perform routine maintenance of procurement documents and files electronic and hard copies; ensure all relevant procurements related documentation is up to date and maintained for inspection and audit.
  • Provide advice to end users to improve quality of requests, issue invitations to bid, request for quotations, and RFPs as appropriate.
  • Evaluate offers for compliance with requirements in ITB/RFP.
  • Maintain effective liaison with contractors/suppliers to ensure timely delivery. Liaise with end users, contractors and suppliers on quality deficiencies and on appropriateness of goods.
  • Work across project, responsible for reviewing and handling of the technical, commercial and legal aspects of procurement (with necessary consultations) at all stages of the project cycle.
  • Provide operational advice to project staff on concepts, policies and procedures for International and Local Procurements.
  • Coordination with the Finance Department to ensure that payments to vendors are made on time.
  • Assist Senior Procurement Specialist in maintaining accurate soft and hard copies of procurement documents; ensure proper procedures are followed for all procurement documentation filing system.
  • Elaboration and implementation of cost saving and reduction strategies
  • Timely and proper preparation of procurement plans for the project, establishment of the deadline monitoring of their implementation.
  • Provide procurement support during project preparation; and project implementation (including prior and post reviews of all procurement documents and decisions) for the project.
  • Assist the Senior Procurement Specialist in all procurement related issues with the relevant donor agencies and provide procurement relevant reports;
  • Undertake other procurement related duties as required by the Project Director of Digital CASA Project.

Qualifications:

  • Be an Afghan National;
  • Bachelor degree in Business, Economics or other related fields.
  • Four years of experience in procurement with government development projects, donor funded projects or International Organizations; two years which should be in World Bank funded projects.
