The following Clarifications have been provided to all the Bidders, based on the Clarifications sought through this Addendum No. 2 to the Original Bidding Documents:

Is handheld operation mandatory

or optional?

Handheld Operation is mandatory; Hand-held directional antennas should also be part of the bid.

What is the frequency range that the portable antennas should cover?

Microwave frequency spectrum up to 26GHz should be covered;

[The portable antennas are used for checking microwave links, rather than for direction finding. Also, most of the Receivers/ Spectrum Analyzers use down converters to access the microwave band. Thus, a microwave antenna with down converter is needed]

Confirm that the frequency range for Direction Finding functionality is from 30 MHz to 6 GHz for mobile/portable application.

Yes-confirmed.

What is the frequency range for the Direction Finding functionality for fixed application?

It is from 30 MHz to 6 GHz.

[Since the same equipment is being used for mobile and fixed operations, there is no change in the spectrum coverage in both the Modes as far as DF is concerned]

Confirm if this frequency range is for monitoring only.

Frequency Range for Monitoring function is from 100 KHz to 26 GHz (including the Range with the help of Adapters).

Is a telescopic mast operated pneumatically to a height of 10 m above the ground acceptable or not?

Yes-it is acceptable and Bidder to ensure that there are no problems in using Cable Leading Tube.

Are fixed sites on top of existing buildings where the roof could be 23 m above ground and thus, only a short mast would be required for the antenna?

Or, are fixed sites at remote locations where a 23 m tower will be required?

Yes-only short masts for Roof-top erections need to be supplied; Such Masts should be in tubular Sections of 3 Meters each; a Total of 5 such Sections need to be supplied for each Installation, with all other Erection Accessories (Heavy Base, Six Gyed Ropes, Hooks, Nails, Wiring, Traffic Light and Earthling etc.).

Regardless of the height of Mast, ATRA needs 30 M wiring Kit for each Mast, to be flexible for lifting Antenna;

Migration from mobile to fixed operation and vice versa should be possible without removing the wiring.

The electrical lift is for the mobile station or for the fixed site?

It is for Mobile Station; It includes electrically erectable platform for DF antenna. The Bidder needs to provide flexible wiring that is not shorter than 30m.

Is a solar/wind power generation station required with the bid?

No-this will be quoted as an Optional Item.

The vehicle for the mobile station should be a pick-up vehicle or a van?

 

A Pick-up Van or any suitable vehicle will be provided by ATRA and is not part of the Bid.

Type of the Vehicle that ATRA will provide doesn’t have any impact on the Bid.

What is the Operating Temperature Range?

Operating temperature range is: –40 °C to +55 °C.

What is the date for opening of the Bids in MCIT/ATRA at Kabul?

Bids will be opened at 2.00 PM on 22nd July, 2013 in the 4th Floor Conference Room of MCIT’s Main Building at Kabul; Thus, Bidders should submit printed and signed copies of their Bids to MCIT(FPD) before the Bid Opening Time and Date.

Bids sent by E-Mails or by any other Electronic Means will be rejected.

Will Pre-bid Meeting be held?

Yes-there will be a  Pre-bid Meeting at 2.00 PM(Kabul Time)  on 7th  July, 2013; Venue of the Pre-bid Meeting: 4th Floor Conference Room of MCIT’s Main Building at Kabul; Representatives of the Bidders are requested to attend the Meeting under their own arrangements and at their own costs; In case the Bidder’s Representatives wish to seek Clarifications through Tele-conference, they can do so by dialing 0093-799-30-1945 at 2.00 PM on 7th  July, 2013; In addition, Clarifications can also be sought by writing to: mi.bhat@mcit.gov.af; fpd@mcit.gov.af

 

 

All the other aspects of the Original Bid Document remain unchanged.
