Purpose:
The purpose of this announcement is to collect market research information and assess industry expertise and qualifications of potential offers in the licensing of Afghanistan’s ITU allotted satellite slot at 50 degrees east longitude and determine any concession offers to the Government of the Islamic Republic of Afghanistan (GIROA) as it pertains to revenue sharing, transponder bandwidth and other support and services. One license shall be issued to the most qualified applicant, following an international competitive tender that will follow on the basis of this Expression of Interest (EOI).


MCIT/ATRA considers information on investment capital, business model, market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaption and integration, pricing, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for the future licensing of Afghanistan’s allotted satellite orbital slot and associated frequencies.  (MCIT/ATRA will also consider use of “non-conventional” frequency bands, such as Ka, especially for future requirements.)
