1.          This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business published on 09th September, 2010.

 

The Ministry of Communications and IT, Islamic Republic of Afghanistan has received grant from International Development Association (IDA) towards the cost of Afghanistan ICT Sector Development Project and it intends to apply part of the proceeds of this grant to payments under the contract for Procurement ofDesign, Supply & Installation of Incubator Space for MCIT”, Contract ID: MCIT/ICB/ G3.4/Incubator Space for MCIT.

 

2.         Ministry of Communications and IT, Kabul, now invites sealed bids from eligible and qualified bidders for Procurement of following Goods and Services:

Bidder will supply all the Goods and Services required for providing a single storey based Incubator facility on a turnkey basis for Ministry of Communications and Information Technology (MCIT) in the ICT Institute Area of MCIT in Yakatoot Complex on Kabul-Jalalabad Highway in Kabul. Plot (Land) having title with MCIT will be made available to the Bidder free of cost.  Incubator Facility will be commissioned by the Bidder in accordance with the Engineering Drawings as given in the ICB based Bidding Documents of this Procurement, wherein Sandwich Panels will be used for commissioning of such a facility.

 

Incubator Facility will contain 19 Office Rooms, each of 3 x 5 meters size, one Meeting Room of 8 x 4.5 meters size, one Dining Hall of 4 x 5 meters size with Wash Basin and 4 Toilets with wash basins etc. The Bidder shall provide all the required material, equipment, and labor to commission the Facility in accordance with the given Specifications. The contractor has to follow all the standards and procedures specified in the Bidding Documents for commissioning such a Facility for MCIT.

 

BOQ as given in the bidding document is an indicative List of the Material and the Effort required for commissioning the Facility; however, it is the responsibility of the Bidder to carry out his own assessment of all the Items required and he should include all such costs in his Bid.

           

            Bidders must quote for the entire quantity and the Bidders who do not quote for entire quantity will be treated as non-responsive.

3.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011

5.         Qualification Requirements include:

 (a)    Financial Capability

The Bidder shall furnish documentary evidence of their financial standing. Alternatively they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.

(b)    Experience and Technical Capacity

i) The bidder shall be a reputed Company, having experience in supply and installation of similar Goods for similar facilities.

(ii) Bidders must provide evidence of having executed at least one contract of supply of similar Goods with similar or larger magnitude within the period of last five years.  The list of supplied Goods within last 05 years by the Bidder shall include:

-Name and address of Purchaser with email address/phone No

-Contract number and date.

-Equipments/items ordered/supplied with their respective quantities.

-Scheduled delivery date and actual delivery date.

-Details of Complaint, if any, received from the purchaser about the performance of the Equipments/items.

 

(c)     The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers will be of standard make and will be fully suitable for the intended purpose.

6.  The deadline for the submission of the bids is: 14th August 2013; Time: 14.00 hrs (local time at Kabul, Afghanistan); Electronic bidding is not permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address given below at 14.00 Hrs (local time) on 14th August, 2013.  

7.       All the bids must be accompanied by a Bank Guarantee of 10,000 USD as Bid Security.
