Job Description:

Job Summary:

The incumbent of this position is a key member of the Plan and Policy Directorate (PPD) of Ministry of Communication and Information Technology. He/she will be responsible to work closely with Projects’ Monitoring on Implementation Unit of (PPD) and shall provide technical and advisory support to this unit on tasks related to MCIT projects monitoring and evaluation, implementation and reporting. 

Moreover, the Projects Monitoring and Evaluation Specialist will be responsible to work on the development of Standard Operating Procedures (SOPs) and a comprehensive Monitoring and Evaluation mechanism for tracking and evaluating project’s progress to ensure the expected level of quality during ongoing projects implementation with relevant MCIT departments.  

The major duties of the position are as following;

Duties and Responsibilities:

Review and analyze the current situation of Projects’ Monitoring on Implementation Section of (PPD) in terms of its existing strengths and weaknesses and come up with a comprehensive work plan on required reform initiatives to be undertaken;

Prioritize list of major section based reforms identified via prior assessment, develop an intensive action plan and ensure follow up on effective implementation of this plan with the Head of Projects’ Monitoring on Implementation Section; 

Assess the capacity development needs of section staff and work on the design of suitable training programs in consultation with the Head of Policy Support and Coordination Unit to tackle staff’s capacity gaps effectively;   

Work on the development of Standard Operating Procedures (SOPs) and a comprehensive Monitoring and Evaluation mechanism to track the ongoing projects’ progress and ensure expected level of quality;

Conduct an in depth assessment for the establishment of a centralized M&E unit within Ministry of Communication and Information Technology and draft a structure along with specific job descriptions, as and when required;

Maintain a strong network of relations with the M&E focal points throughout MCIT departments and further build on an effective chain of communication to track the progress against certain pre-set performance indicators;

Provide technical and advisory support on the monitoring and evaluation, implementation and reporting of MCIT related ongoing or future projects and ensure that the prior agreed set of standards are considered and applied at maximum during the projects implementation phases; 

Support the unit in preparation of professional inception, mid and final project completion progress reports and presentations for internal and external use of MCIT;

Perform any other tasks as assigned by the Plan and Policy Director or Head of Policy Support and Coordination Unit.    

Job Requirements:

Bachelor's degree in Business/Public Administration or Economics, Master degree holders will be given preference;
Five years of practical work experience in M&E, Policies analysis or any other relevant fields preferably in public sector programmes and projects;
Demonstrated written and spoken knowledge of English, Dari and Pashto is desirable;
Sound knowledge of Microsoft Office applications MS Word, Excel, MS Access and PowerPoint;
Good analytical and report writing skills are desirable;
Sound knowledge of English; ability to grasp quickly what is being said in English and convey it in the local languages with a minimum amount of clarifying questions or hesitations;
Ability to work under pressure and for long hours, if required;
Ability to travel to the provinces if required.
