The Cabinet Draft provision for Information and Communication Technology High Council of Afghanistan was approved

The Cabinet of the Islamic Republic of Afghanistan approved draft provision of Communications and Information Technology of Afghanistan on Tuesday, April 16, 2019.

The Provision aims to promote sustainable development of ICT applications at the national level, comprises four chapters and 28 articles.

The general objective of the establishment Information and Communications High Council of Afghanistan is to develop a stable and standardized ICT program at the Afghanistan.

To attain the goal, this draft also follows a number of sub-goals that are

The development of information and communication technology at the national level, enabling Afghans to compete globally in the field of information and communication technology, to coordinate ICT applications and its implementation across the country, to facilitate the establishment of active and sound ICT, to strengthen communication and Information technology infrastructure, raising the capacity of citizens to familiarize themselves with e-governance, encouraging and supporting all ministries to use the ICT in their affairs, and developing the appropriate ground for improving the quality of information and communication technology.

It should be noted that the existence of the High Council for Information and Communication Technology, which is chaired by the president is permanent administration in Afghanistan.

One of the authorization of the Council is decision making on information and communication technology projects in government offices worth more than 35 million AFNs, and projects worth from 7 million to 35 million AFN, is on the discretion of the Minister of Communications and Information Technology, which serves as chief executive of the Council.

in addition to regulating and managing other activities, the Information and Communication Technology (ICT) High Council, has the responsibility for decisions making on national projects, attracting direct cooperation between government departments and private sectors in the development and regulation of ICT in the country, supporting relevant institutes in implementation National projects and the prevention the implementation of similar projects in government departments.

Also the Ministry of Communications and Information Technology is responsible for monitoring and evaluating ICT projects at governmental and non-governmental agencies.
