·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The IFS Market/Survey Officer will work under direct supervision of the IFS Marketing Specialist and report on his activities/accomplishment directly to the IFS Marketing Specialist, IFS Project Manager, projects coordinator and Afghan Post Director. He/she will perform the following duties but not limited to:

·        Conduct survey about customers, competitors and market conditions;

·        Design survey and determine appropriate survey methods;

·        Collect data using methods such as interviews, questionnaire, focus groups, market analysis, public opinion, literature reviews etc.;

·        Determine and specify details of survey, including source of information, procedure and survey instruments and materials;

·        Test surveys to make sure that people will understand survey questions;

·         Present and prepare summaries and analyses of survey data, including tables and graphs;

·        Produce documentations of the questionnaire development process, data collection methods, sampling design and decisions related to sample;

·        Monitor and evaluate survey progress and performance;

·        Analyse data from surveys and records using statistical software;

·        Review, classify and record survey data in preparation for computer analysis;

Any other duties assigned by the IFS Project Manager and Marketing Specialist.

Education:

  • Advance University Degree (Master’s or bachelors) in Marketing, business administration or any other relevant field.

Experience:

  • With master’s and bachelor’s degree minimum 3 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience and knowledge of proposal writing, policy development and analysis;
  • Ability to provide vision, anticipates problems, and offer problem resolution;
  • Ability to plan, develops, and evaluates programs.

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
