·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The IFS Banking Specialist will work under direct supervision of the IFS Project Manager and report on his activities/accomplishment directly to the IFS Project Manager, projects coordinator, Afghan Post Director and minister office. He/she will perform the following duties but not limited to:

·        Advise customers on different services offered by IFS to meet their needs;

·        Manage customer accounts; open, close and oversee transactions;

·         Ensure compliance of IFS services as per national organization requirements;

·        Assists Specialists/Bankers in account set-up by completing administrative forms and records, ordering necessary paperwork, ordering checks and making the initial opening deposit for the client;

·        Present financial products and services to existing and prospective customers;

·        Completes daily maintenance to client’s accounts such as, change of address, check reorders, ordering copies of statements, and changing signers;

·        Processes client requests by mail such as, deposits by mail, transfers and setup or cancellation of automatic withdrawals;

·        Resolve issues with IFS services and accounts;

·        Researches and resolve customer account problems by communicating with departments on check encoding errors, deposits not credited and interest adjustment;

·        Proactively engage with clients in all areas uncovering IFS needs, providing help and advice, as well as identifying sales and referral opportunities;

·        Respond to client-initiated contact, assisting them with a full range of IFS transactions;

·        Actively listen and engage clients in conversation to further understand their individual needs;

·        Assists the Manager in overseeing, planning and executing strategic initiatives to enhance and improve the Electronic Banking systems and services provided;

·        Cultivate and maintain relationships with partners to make the most of business opportunities and referrals;

·        Reviewing client accounts and plans on a regular basis to understand if life or economic changes, situational concerns, or financial performance necessitate changes in their plan;

·        Analysing financial data received from clients to develop strategies for meeting clients' financial goals;

Education:

  • Advance University Degree (Master’s or bachelors) in Banking and Finance, business administration, economic or any other relevant field.

Experience:

  • With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies. 

Skills & Competencies:

  • Experience and knowledge of proposal writing, policy development and analysis;
  • Ability to provide vision, anticipates problems, and offer problem resolution;
  • Ability to plan, develops, and evaluates programs.

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
