·        To provide guidance and strategic direction on access to public information, postal service, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

·        Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        Formulate and implement policies of postal public services, electronic public services, and information technology and communication technology;

·        To guide, deliver and supervise the information services, new technology, communication and postal services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

Job Summary:

The IFS Software Specialist will work under direct supervision of the IFS Project Manager and report on his activities/accomplishment directly to the IFS Project Manager, projects coordinator, Afghan Post Director and minister office. He/she will perform the following duties but not limited to:

  • Responsible for overall End User Support; configuration, installation, maintenance and troubleshooting of all approved hardware (desktops, laptops, printers, scanners, mouse, keyboard, monitors, copiers, fax machines, switches, hubs, routers, firewalls, cabling, wireless bridges/routers, external drives and other peripherals) and software components (Windows 2000 Professional, Windows XP, MS Office 2000, MS Projects) and related environments of IFS Local Area Network in Kabul and other branch offices all across Afghanistan;
  • Logs and tracks calls using problem management database, and maintains history records and related problem documentation;
  • Handles problem recognition, research, isolation, and resolution and trouble ticket follow-up for routine user problems;
  • Informs appropriate managers with concerns relating to system operation and personnel; suggesting and implementing corrective actions as necessary;
  • Coordinates IFS NOC work order assignments;
  • Provides scheduled and ad hoc reports from IFS NOC system;
  • Troubleshoots and solves IT related problems for users and escalates issues as required;
  • Thorough knowledge of company guidelines and procedures, assisting subordinates in the department with related questions and information;
  • Applies IT best practices in carrying out his/her duties;
  • Supports the IFS NOC requirements and provides monthly reports to his/her immediate supervisor;
  • Responsible for being on time to work consistently and being flexible to support projects that require off hours activities;
  • Interfaces with all levels of IT and other departments in all areas of the company;
  • Responsible for solving complex, cross-functional issues reported to the IFS NOC or assigned by management;
  • Should be able to apply good analytic process to any issue to help come to resolution;

·        Recommends and initiates projects to benefit IT and cross-department and IFS wide objectives;

Any other duties assigned by the IFS Project Manager.

Education:

  • Advance University Degree (Master’s or bachelors) in IT, Software Engineering, Computer Science or any other relevant field.

Experience:

  • With master’s and bachelor’s degree minimum 5 years relevant professional experience is required with government or international agencies.

Skills & Competencies:

  • Experience and knowledge Python, Java, C, C++, C-Sharp, MySQL, SQL Knowledge;
  • Should have experience of SQL, MySQL or any other programming language;

Language Requirements:

Fluency in English, and proficiency in Pashto and Dari.
