The UNU-IIST Center for Electronic Governance

Ministry of Communication and IT has entered into the contract with UNU-IIST on 25 February 2009 for building capacity in e-Government development in Afghanistan (EGOV.AF project). The project was successfully completed and closed on July 2011. The main mission of UNU-IIST Center for Electronic Governance within this project was to provide guidance and support in defining the EGOV vision for Afghanistan and developing a national strategy and implementation program.

UNU-IIST organized advanced training events and workshops in Kabul in 2008, 2009 and 2010 on leadership for e-Government, readiness assessment, and strategy and program development. Such trainings raised awareness about e-Government and helped MCIT in establishing partnership with the key ministries and other organizations interested in e-Government development in Afghanistan.

In addition, UNU-IIST provided the methodology, survey instruments and guidance for MCIT to carry out e-Government readiness assessment in Afghanistan as a basis for strategy development. UNU-IIST experts shared among main stakeholders in Afghanistan the assessment results and discussed important lessons learned from international best practices. They conducted four workshops where various entities from the public and private sector as well as from the civil society took part. These workshops helped MCIT and UNU/IIST to gather the comments and recommendations about the future e-Government vision for Afghanistan. Mentoring and supervision provided by the Center for e-Government managers from ICT Directorate was extremely important for EGOV.AF project implementation. This helped MCIT to fulfill successfully number of surveys for readiness assessment and to coordinate visioning and strategy development process with various ministries and organizations. The fellowship program provided by UNU-IIST for MCIT staff and senior lecture from Kabul University allowed them to gain new skills in e-Government.

Ministry of Communication and IT found UNU-IIST Center for Electronic Governance as a very strong partner and very grateful for the support and guidance received for e-Government strategic master plan for Afghanistan. The quality of work produced by UNU-IIST is very high and it is based on the ground reality of the country.

Ministry of communication and IT will continue working with UNU-IIST in future as e-Government partner and once again thank them for implementing a successful project with us.
