• To enhance the capacity of the Afghan government by introducing the concept of e-Government and encourage all the ministries to integrate ICT within their main work

 

Job Summary

RTDMS Background:
Based on the Afghan Government telecom service law, all telecom services are subjected to 10% service fees collecting thorough all telecom and internet service providers in the country. In order to implement the law MOF, MCIT and ATRA have been assigned the task to establish a Real Time Data Management System for the purpose of transparency in controlling the 10% Service Charge deduction and collection throughout the country, and to report ICT sector revenue .In order to realize the actual real-time requirement for 10% tax deduction and revenue assurance, The System should have online interface with all operators to get the voucher card (VC) recharge/any recharge message from Operators Billing, Core ,Value Added Services (VAS) systems whenever subscriber do top-up or recharge then operators systems should also send online message to MoF/MCIT RTDMS /RA System .
The system should be designed based on VC recharge/Online top up flow of Operators and then should produce interface document to get the online recharge transactions from each operators billing system and record into RTDMS/RA System.
Objectives of the assignment 
The main objective of this assignment is to establish RTDMS/RA System, in order to ensure transparency on 10% TSF (telecom service fee) collection and ICT sector revenue. The system must be capable of collecting, analysing CDRs from all existing operators (GSM 3G, 4G/LTE ,5G /CDMA).
The proposed system shall have flexible and user friendly GUI capable of:
o Managing the CDR related to each operator 
o Managing the billing settlement of the operator 
o Managing the fee applied 
o Show the customized instance for the mediation of the CDRs, containing the CDR formats, the rules used in the mediation. 
The proposed system shall support audit reports including following:
o 10% fee deduction prepaid report (date and time, payment method, callerID, amount recharged , and amount deducted on daily, monthly, annually)/per operator.
o 10% fee deduction Postpaid Report (date and time, payment method, CallerID, amount recharged, amount deducted on daily, monthly, annually)/per operator.
o Transaction Statistic Report (daily, monthly, annually) /per operator
o Revenue assurance Summary Report/per operator (monthly, annually)
o Error CDR (Call details record) Report
o The proposed system shall be implemented on a high performance and high-availability telecom level platform.
o The system must be capable of generating automatic availability reports

Duties and Responsibilities

In order to ensure transparency on 10% telecom service fees collection, operators’ revenue and fraud detection on RTDMS/RA System, MCIT has established Real Time Data Management System department. The Real-Time Data Management/Revenue Assurance System (RTDM/RAS) Project Director will work under direct supervision of the ICT General Director General and Minister and report on his activities/accomplishment to the ICT General Director and Minister Office; He/she will perform the following duties but not limited to:
• Manage the team, follow up on system implementation and execution and regular report on the accomplished activities to the senior management;
• Design and Define scope and budget of RTDMS project with compliance to approved laws and regulation of telecom sector;
• Prepare risks management and mitigation plan for the project and Identify risks associated with the implementation of the project;
• Manage the planning, design and execution of RTDMS Project and Develop details project implementation plan to ensure the successful execution of the project;
• Lead project team and coordinate with MNOs and other stakeholders to find a feasible solution for the project;
• Coordinate with relevant authorities/stakeholders for the successful implementation of the project;
• Support long-term operational planning and lead individual project planning and execution considering resource and budget availability;
• Measure project performance using appropriate systems, tools and techniques. Develop and formulate strategies for successful implementation of the project; 
• Carry out risk assessment of the project and prepare mitigation plan for project risks;
• Report project updates on timely basis to the Director General of Information Technology and Minister Officer or any other relevant authority;
• Create and maintain comprehensive project documentation; Capacity development plan for the unit and knowledge sharing plan;
• Provide substantive inputs and analyses towards the preparation and coordination of briefing notes and background materials on the policies, strategies, work plans etc related to the RTDMS project and report to the senior management;
• Develop and implement a management tracking system and process to allow for effective management of the project execution and provide report to the Minister Office on regular basis;
• Provide communications support and strategy to the project. This includes working collaboratively to fully understand projects and initiatives, assessing the issues and implications and developing a communications plan to support the project. 
• Any other duties assigned by the ministry leadership.

Skills

Skills & Competencies:
• PMP, PRINCE2 or any other relevant certification is preferred;
• Knowledge of government rules and procedures with concentration in ICT sector policies, laws and regulations is required;
• Knowledge of GSM/CDMA network billing system is required;
• Proven experience of building a new organization and leading it to the success;
• Good Analytical and research Skills;
• Strong verbal and written communication skills;
• Good diplomatic and negotiation skills;
• Ability to write clearly and convincingly, adapting style/content to different audiences. Familiarity with, and ability to fully utilize current knowledge management technologies and social media-based systems;

Qualifications

Education:
• Degree in Information and telecommunication, Business Administration, or public administration with concentration in Project management or in similar discipline. Master’s degree and Ph.D is preferred. 

Experience: 
• With master’s degree minimum 5 years of experience and with bachelor’s degree minimum 10 years relevant professional experience is required;
Language Requirements:
• Fluency in English, and proficiency in Pashto and Dari.
